Five Impacts of 4 G Business on China’s Communications Market

        On December 4, 2013, the Ministry of Industry and Information Technology granted the operation license of "LTE/Fourth Generation Digital Cellular Mobile Communication Service (TD-LTE)" to China Mobile Communications Corporation, China Telecom Group Corporation and China United Network Communications Group Co., Ltd. In November before that, the Ministry of Industry and Information Technology had explained the use of TDD spectrum planning in detail. China Mobile obtained 130MHz, 1880-1900 MHz, 2320-2370 MHz, 2575-2635 MHz; China Unicom got 40MHz, 2300-2320 MHz, 2555-2575 MHz; China Telecom got 40MHz, 2370-2390 MHz and 2635-2655 MHz. The completion of spectrum allocation and the official issuance of licenses mark the first year of commercial operation of China's 4G business.

        Shen Jianyong, senior analyst of IDC China Telecom Research Department, said: "With t 4G license, China has officially entered the new era of the commercial use of the 4G business, which will have a profound impact on the development of China's and even the global mobile Internet market. With the three major operators in China getting the TD-LTE license, the strength of the TD-LTE camp will be greatly enhanced, and the industry will become more complete. According to IDC forecast, the global TD-LTE mobile phone shipment growth rate will reach 103% in 2013-2017, and by 2017, the proportion of TD-TLE mobile phone shipment in the overall 4G mobile phone shipment will be close to 1/4. China's TD-LTE terminal market is developing more rapidly. IDC expects that in 2017, China's TD-LTE shipment will exceed more than 180 million units, and the proportion of the total 4G mobiles will also reach 46.6%. The major operators have taken 4G service as the focus of investment and development in the next step, which will also affect the development of broadband market to a certain extent.

        IDC believes that the formal commercial impact of China's 4G business on the communications market is mainly reflected in the following five aspects:

       (1)The TD-LTE industry is growing rapidly. As of October 17, 2013, the number of commercial LTE networks worldwide is 222, and the number of TD-LTE is only 23, accounting for only 10%. Moreover, 11 of them are in the form of convergent networking. From a global point of view, the development process of TD-LTE industry is far behind LTE-FDD. With the 4G licenses, the three major operators of China formally joined the TD-LTE camp, which will bring great confidence to the industry, thus promoting the accelerated development of China's and even the global TD-LTE industry. IDC believes that in 2014, whether the network coverage or the number of users, the TD-LTE industry will usher in rapid development, while rapidly narrowing the gap with LTE-FDD.

       (2TD-LTE terminal will grow from niche market to important market. Due to the small network coverage, few business operators and high terminal price, the TD-LTE terminal market, especially the TD-LTE mobile phone market, has developed slowly in recent years. According to the latest IDC data, as of September 2013, global TD-LTE mobile phone shipments accounted for only 1% of the total 4G mobile phone shipments. With the launch of TD-LTE service in China--the largest mobile communication market in the world, the development of the global TD-LTE terminal market will also accelerate. According to IDC's forecast, global TD-LTE mobile phone shipments will exceed 220 million in 2017, with a compound annual growth rate of 103% in 2013-2017. By then, the proportion of TD-LTE shipments in the overall 4G mobile phone will also be greatly increased, reaching 23%. With the substantial increase in shipments, the price of TD-LTE mobile phones will also decline significantly. IDC estimates that the global average price of TD-LTE handsets in 2017 will be only 37.2% in 2013. As one of the most important TD-LTE markets in the world, China's TD-LTE terminal market will also witness rapid development, benefiting from the official license. According to IDC forecast, China's TD-LTE mobile phone shipments will exceed 180 million in 2017, and the compound annual growth rate will reach 230% in 2013-2017. At that time, TD-LTE mobile phones will become an important part of China's 4G mobile phone market, and the proportion of shipments will reach 46.6%. At the same time, as the industry continues to mature, more and more terminal manufacturers are introducing more affordable mobile terminal products, and the average price of TD-LTE mobile phones will continue to decline. According to IDC, the average price of TD-LTE mobile phones in China will be less than 1500 yuan by 2015.

        However, for the Chinese market, 4G is still a new thing. In the early commercial stage of 4G network, the lack of intelligent terminals supporting TD-LTE system will become the bottleneck of the development of 4G in a period of time. In addition, for a long time in the future, 4G networks need to coexist with 2G and 3G networks. Chips need to support different modes and frequency bands, which makes terminal design face great challenges and puts forward higher requirements for manufacturers than 2G and 3G terminals in the past.

       (3The 3G era will be broken again. Due to technical reasons, China Mobile's 3G business development rate is obviously not as fast as that of the 2G era, thus providing opportunities for the other two operators to catch up. From the latest number of 3G subscribers announced by the three operators, the gap has been significantly narrowed. However, with the official commercialization of 4G, this trend will be broken again. From the latest 4 G business development plan of three operators, China Mobile is the most active. As early as June 2013, China Mobile launched a bid for the first stage of 4G main equipment with a scale of more than 20 billion yuan. By November 2013, China Mobile has built up TD-LTE pilot network in more than 100 cities nationwide. It is expected that more than 200,000 base stations will be deployed by the end of the year. At the same time, the purchasing power of its TD-LTE terminal is the largest. According to its plan, the shipment of TD-LTE terminal will reach 50 million units in 2014, of which 40 million are TD-LTE mobile phones. From the development experience of the American market, Verizon has taken the lead in the 4G market by its fast network coverage and supporting terminal strategy, and its 4G subscribers have always been ahead of other operators. Up to now, Verizon still has the largest number of 4G subscribers among major carriers in the United States. Therefore, IDC is also optimistic about the development prospects of Chinese operators who have a pioneering advantage in the development of 4G business.

       (4It will effectively promote the development of high-bandwidth mobile application market. As the basis of mobile Internet, mobile network plays a vital role in the development of the whole market. Due to the limitation of mobile bandwidth, the development of China's high bandwidth mobile application market is slow. With the official commercial use of 4G services, it can provide users with download speeds up to 100Mbps, which can effectively break through the bandwidth limitation, thus laying the foundation for the development of China's high bandwidth mobile application market. IDC is very optimistic about the development prospects of high bandwidth mobile applications such as mobile video, mobile music and mobile online games.

       (5It will have a negative impact on the development of broadband China. According to the plan of the Ministry of Industry and Information Technology, "Broadband China" is implemented by three operators, and China Telecom and China Unicom undertake most of the tasks. With the official commercial use of 4G, China Telecom and China Unicom have also adjusted their business priorities, taking 4G business as a new investment and development focus, which will affect their investment and operation of broadband business, and to some extent, have an impact on the overall development process of "Broadband China".
